No, the banking regulations were just as lax in Europe as the USA.
And a fair amount of the AIG bail out money is going to support European banks.
European banks had lower capital reserve requirements if they took out insurance from a company like AIG. So USA taxes are going to fix things. Also unfair trade practices in China were a large contributors. China has multiple trade barriers in the form of 1) higher tariffs on imports, 2)currency controls and 30 Chinese ownership requirements. The World Trade Organization never challenged these. Also the sad banking system model currently in use int eh USA is base on a British model from the Margaret Thatcher's Government. Also he wasn't in office when this mess was made.

No I don't think he should have too we didn't cause this whold mess, But it might help, other leaders like when we kiss their butts..... if we kiss theirs they are more likely to kiss ours when we need it. Too much pride could be negative in the big picture.
He didn't say it was all the fault of the US. But we did certainly contribute.

The president has very little to do with the economy, and roughly every 20 or so years America's economy takes a tumble. The people who are at fault, if any, would be the banks that loaned money to people who could not pay it back, the housing slump occurred because the banks became too lenient on who may obtain a mortgage. That and the bankers and corporate executives that kept giving themselves raises and bonuses, just bc they can.
There are many examples of a bank giving a family that only made $50,000 a year a mortgage on a house that is valued at well over $250,000 and expected to be paid back with interest.

1) Yes the US bears full responsibility for the global financial melt down. it was the totally unregulated greed and predatory mindset of the US banking community that caused the whole problem.
2) George W Bush, Alan Greenspan, and rush Limbaugh should apologize to the world, then do the honorable thing and commit suicide Japanese style.
3) Obama should not apologize for the actions of his predecessors. But he should Admit responsibility and carry the regulatory mandate of the G 19 ( G 20 -- the USA) back to congress and have them enact those provisions into a new Glass-Steigel Act (repealed by congress in 2008)
The problem started before Obama was in office, so he isn't technically responsible. I think he is responsible for taking steps to fix the problem. I definitely don't think the US should bear full responsibility. Much of our financial crisis is from sending money to other countries that either don't know how to use it or just don't want us to interfere. Another major cause of our financial trouble has been natural disaster. Lately, the US has seen one storm after another and has cost us Trillions to rebuild (were still recovering from Hurricane Katrina). The entire world is responsible. You can find problems in every market.

He probably will, I wouldn`t put it past him. By doing so he might garner enough sympathy support when he tells them he inherited this mess from Bush and now needs their help and support to fix it so everyone can benefit.
We did play a big role for the global recession, just as we played a big role in its prosperity. That's what happens when you lead the way. i don't see much of a reason to apologize
