No single person caused this crisis. If you're looking for the person with the most culpability it's Greenspan, and he pretty much admits as much. Of course, Bush could have tried to do something about it, but he, along with nearly all the conservatives and many of the centrist dems favored deregulation.
People saw this coming years before, it only caught people off guard in its sudden onset.

There was no financial crisis until HE wrote a letter of concern about a bank going under and then HE made his own letter public. He hoped it would just cause some concerns about Bush and McCain, but instead it snowballed into a financial meltdown of the entire lending industry.
Look it up. THAT'S the single event that triggered it ALL.
