It is to radically change the taxation system, so that when a person occupies a piece of land and tries to speculate in its rising value, he pays for it and finds it not to be worthwhile. In other words to tax land values instead of earnings and spendings.



The basic cause of our present slump was the way that house prices rose and eventually how this rise was suddenly stopped when oil became costly for a few months. The reduction in trade within the building industry and the numbers of foreclosures on mortgages, led to the banks running out of money from their overdrawn reserve-deposit credit systems. These things are also blamed for the crisis but they were the result not the basic cause of the crisis.



As soon as investors can see that land prices are not going to show the same degree of instability as before (due to the better tax system) will their investments become less speculative. Then will the cost of living and renting a house allow much of the halting of production and consumption (which presently occurs) to be cured and for business to resume without the banks having to borrow and get "bailed out" or ever get into their present embarrassing state again.
